The original vision was that getting the Government to act involved agreement between the legislature and the executive. First Congress had to pass a law granting the executive authority. Then the executive had to act. This was intended to result in a government less bossy and intrusive than that of George III.

And because she is referring to the executive branch. Every word has about 5 meanings and you have to use context to determine which meaning is most aligned.

This is actually how large language models work. They re-assign a definition for every word within a conceptual space based on context until every word intent is really clearly defined. Soon we won't ask what programs can pass the Turning test, but what humans fail functionality that's considered baseline for AI.
