It's definitely influenced by that crap but the particular subgenre is called phonk and pretty much started taking off in Russia for whatever reason and is associated with their drift racing scene. In a lot of circles it is just supposed to be the default "badass" music for memes and tiktoks. I don't like it either but it is probably mostly white people making it. They could be doing something better for sure.
