It makes sense as a form in Japanese because rhyme isn't really a thing you can do in that language. Between the strict consonant-vowel pair construction¹ of their words and the small vocabulary you're just not going to find enough rhyming pairs of words to construct a poem. So instead they choose forms that restrict the number of syllables and thus force the poet to select a different set of words than you'd use to just say it in conversation.

So yeah, haiku in English (as well as other Japanese poetry forms) just don't make much sense because you have so many ways to say the same thing that the syllable limit form just isn't a meaningful restriction. It's free verse with no meter. But it's one of those weeby japanophile fads that for some reason stuck in the zeitgeist.



¹even characters like つ / ツ, which transliterate into phonetic letters as "tsu", are still spoken as one consonant sound - i.e. "tsu" not "tuh-soo"
