Puerto Rico has extremely archaic infrastructure. I was slated to work on some of their existing telecom on a contract for the main A/E firm heading up the project and was on the team reviewing the sites. It was a total shit show. Lack of documents for As Built and design,
hurricane force wind speeds, shirt perched mountain sides with no room to expand. This is all coming on the heels of them privatizing the electric in the country. Good thing I got unhired before that project launched because I would have ended up down their during the hurricane season this year.

they have their own flag.

their own national anthem

their own cuisine

their own culture

their own way of speaking spanish. their own accent and everything

I remember a story about that hurricane that hit PR several years ago, they hired this one specialty firm that was going to restore power, the only company with the expertise to do it quickly. The firm rented helicopters, had equipment ready to go, then suddenly the authorities canceled the contract (paying a large penalty to do so). It took many months to get power back and I'd heard it was a slapdash job, and I guess something came apart.
