I heard an Israeli say something like this:
The 1951 Refugee Convention & 1967 Protocol define refugee rights and state responsibilities. Under non-refoulement, signatory states cannot return refugees to a place where they face persecution, including genocide. This means that if Palestinians fleeing alleged genocide seek asylum in a signatory country, that country may be obligated to grant them protection.

I am not fond of either side in the Arab/Israeli conflict. I think they both had chances to have peace but decided to be evil jerks.
I find the idea of shoving more than a million Palestinians down the throats of loud-mouthed countries to be hilarious. I would endorse using the US Military to force these nations to meet their obligations. Maybe we could calculate the total GDP of the recipient nations, and give each country a share of Palestinians equal to their share of the total GDP. This would permanently shut up the screaming diplomats who claim everyone is a victim of everything.
