There is some merit. I'd rather they put people on the list (or prioritize it) by those with the most healthy lifestyle and lowest risk (with some consideration of how long they've been on the list). If they only have one heart, why not give it to the recipient most likely to take it and survive? Some drugs really do lower the risk of complications. Whether these particular vaccines do so depends on details, but it could have some merit.
Naturally there should be separate lists based on race.
I've had family in that hospital. It's right next to the Cincinnati zoo. They/we stayed at the Ronald McDonald house there while my nephew spent six months fighting for his life at the hospital. It used to be a very good hospital, and they did amazing work for my nephew. Unfortunately, a pharmacist didn't feel like paying attention at work one day and it was all for nothing.
