Guarantee you both people involved are as dumb as a box of rocks. Stupidity is everywhere, and incidents like this are lurking around every corner. And it can all be avoided by simply being aware of your surroundings. Many people in this world are too dumb to care about their own self preservation. Nevermind. I just looked it up in the news. They aren't showing the full video either. So this is bullshit with some completely reasonable explanation where the driver isn't really at fault, and the part of the video prior to her getting hit makes it not a news story.

You can see the driver had a green light. Do not cross light for the pedestrian.

In the first frame the pedestrian is lower than the hood of the van. They almost look like they might have been on a bike.
It could be argued that the driver didn't see them, had the green light, and didn't know they hit them until they drove over them.

But yeah... you can't just drive off after knowingly running over someone, even if you aren't in the wrong.
