You can test certain claims, and that is great, and right or wrong you can easily fit the existence of God into everything we have tested thus far. You don't need to prove God exists to think through a preponderance of the evidence that he exists. Absence of proof is not proof of absence. This is also true but anyone who knows the Bible even a little bit knows that hell is never said to be ruled by satan but rather that it's a place prepared to imprison him. There is zero scripture to support the idea that satan has ever been to hell and every indication that he desperately fears the inevitable day he will be sent there.

The weird idea that satan is the ruler of hell is probably some artifact of mythology where the underworld is ruled by the god Hades(greek) or Pluto (Roman) and has no basis at all in scripture.
