No. He, the very next day, was saying he sent the emails to see who would respond. Within a day of sending out those requests, he was saying that it was a test to see if people who actually working. He was commenting on the lack of productivity and was demonstrating that many of these federal government employees weren't even checking their email.

Assuming everyone is in an office job, no one is on annual leave, no one is sick, no one has to work off sites outside office that day, no one had a family issue, on maternity leave, jury duty, family medical leave, doesn't work 5 day week, works shifts, people who aren't based around emails etc etc.
