Peace comes over him as he embraces his beloved companion. He doesn't know what's coming next, all he knows is this is where he's supposed to be for the moment. A foggy confusion covers everything, but the one thing he knows is real is the dog he's holding. They both probably knew that it was going to be over for him soon.
Imagine the moment they try to take the dog away. You have no strength to protest or fight them, so all that you do is just try to pet her as much as you can, knowing it's going to be the last time.
"You behave..." His final words to his dog reveal that he's probably concerned about her finding a new home. Since he won't be around to make sure she behaves, he gently reminds her as she leaves. I'd wager she's a well-behaved dog already, it's just a thing he would say to her.
Pets should absolutely visit sick family members who are stuck in the hospital or hospice. There's a lot of interesting data that indicates the presence of domesticated animals significantly increases recovery rate/speed for many physical illnesses. It also greatly improves the mental health of patients, which may play a large role in physical health.
They should have a visiting area that's kept separate from sterile parts of the facility where dogs and cats and such can be brought in to visit.
It's times like this I remember one of the few moments in life I lost my temper and yelled at my father. He told me that my previous Great Dane was "just an animal."

Older generation has a more 'practical' view, my father was the same way. Would love a pet, but strict rules on their behavior (never on furniture, strict on obedience, waits to eat, no begging). His father wouldn't even let their dogs in the house.
Of course, my dad's dad grew up in an era where they literally killed an elephant on television for a movie and the public was largely okay with it. Very different perceptions. We are far softer now.
He was right, but it was still completely insensitive. I should have mentioned that he said this only a couple months after her passing, and I was still pretty upset, though I hadn't showed it to many how much I was.
Dani had so much history; she was with me for a long time. She comforted me through some pretty dark periods in my life, like when I found out my college buddy committed suicide and when I had my first breakup. I always thought that was ironic, too, because my ex was the one who named her. I wanted to call her "Cookie" because of this funny pattern she had on her butt.
I might not have survived too much longer without her. She at least gave me a reason to get out of bed on the days where I felt that I was too tired to push forwards.
I feel for you bro, most of us have similar stories with a childhood dog. But its still a dog. It may teach you loyalty, and its a companion, but your father was probably telling you a correct lesson the wrong way. He did not account for your feelings towards it, but you are a man, and its gay to do so.
It was your dog, and it enjoyed life while it was with you, thats it. You can have different dogs with different personalities and each one will have its own impact in your life, but men need first to relate to other men for friendship and camaraderie. Here's an excellent read on the subject;
