Yes it is. H1b when used how it is intended is not a mass migration program and selectively brings in the best and selectively brings in productive people.
H1b needs to be fixed by forcing employers to pay H1b's above the 80th percentile for that feild. That will ensure they hire domestic workers first.
It is supposed to be a program for extraordinary talent. It's become a program for extraordinarily cheap workers.
But I fear that all programs will be exploited that way. Even the pay could be exploited by them hiring two guys to do the work of one. (One works remotely from India -- depends on the job). If you want to have native employment then just decrease the competition. It's not that hard. And it's not a bad thing, entirely. If wages are too high, that can make it hard to do business. But nobody wants to live in a dollar-a-day country either. There's a balance, and in general the higher wage countries get the better of it.

So if the governments and employers weren't corrupt and the foreign workers weren't actually interested in fleeing their countries of origin forevermore (and making inroads into ours), then it would be fine. Call me crazy, but I think we should probably predicate our assessments on how things actually happen rather than some hypothetical optimum.

That includes many of the people who 'rule' us. We're especially susceptible to this suicidal narrative because of our heightened empathy (we evolved in high-trust cold weather societies).
