Because the power of the purse has always rested with Congress, not the President. The House, were it acting constitutionally, would be required to submit a budget to the executive every year. It has not done this in twenty years. The executive's power over budgetary considerations occurs within that process. Now, as spending is handled via unlawful Continuing Resolution, it's every three months. Once that spending has been approved by Congress, the President's ability to intervene is questionable.
