I remember reading about a law that very nearly got passed in the US a very long time ago.

In order to declare war, there had to be a vote. And everyone that voted yes would be put in a draft pool, those who voted no would not.

Make it a 3/4ths or 4/5ths vote, with the power to veto (but not approve) given to the executive.

Strengthens the guarantee that we don't go to war over bullshit, and where we do, we have enough able bodies to improve the chance of victory.

No draft pool, because governments can use it to select who they want to go to war to die, and reshape or condition a nation to their liking.

Everyone that votes yes for war, if the vote passes, is conscripted automatically.
