It's way worse than this, dumb ass.

All phones even when they shut themselves off due to "dead battery" have a tiny bit of charge left.

All phones have hard wired location ID that periodically self reports. It is hard wired and can not be turned off. It also takes only the tiniest bit of charge to work, that is it will keep reporting your location on a "dead battery" for months, years maybe.
