Dublin is probably the most Germanic part of the Irish republic due to Vikings and Anglo-Irish Protestants. But I guess southwest Ireland isn't white.

While the appearance of the people is less determinative what sells it for me as a white culture is the obvious peaceful cooperative nature of the city and the people in it recognizing basic human norms and decency.
