A lot of them work under the pentagon umbrella, in a project called the Signature Reduction Program.
They use companies and private individuals (to avoid FOIA) to buy all sorts of things for 'undercover intelligence work', mainly political skullduggery, hit jobs, rackets, and gun running. Think of it as the pentagon's private internal intelligence agency, 'on the books' (but not really) in as much as there is a budget and name for the program, and little else is tracked or transparent or held to account.

They manage safehouses, registered vehicles, burner phone networks, server farms, they have the ability to get unlicensed weapons, false paperwork (or even superficially legitimate paperwork) such as new identities, and more.

The pentagon reportedly employees 60,000 people for the job. Other agencies are reported to have similar programs.
