high altitude thin misty cloud the light coming through it at angles reflects the light and produces the thing. no cloud perfectly clear night all the light just comes straight down and you dont see any extra reflections.
i think the red moon is what happens when the moon is on the far side of the earth from the sun.. completely red is lunar eclipse when its angled in a way where there is the least light getting to it, whereas if its not in that angle more of it gets a bit more light. its only when its mostly out of the way of the earth it gets bright white. opposite of solar which is when the moon is between us and the sun and we get no light, and the far side of the moon away from us is in full brightness.
that relatively thin looking atmosphere we have is enough to refract enough light around for enought of the light to give the moon at least a little bit of light reflected off the earths atmosphere. moon has no atmosphere so no light reflects around it for us to see any kind of light at all from the sun that isnt directly shooting into solid moon.
