The Constitution NEVER issued any court, Supreme or otherwise, the power to stop a President from operating the Executive Branch as he sees fit. The courts can only rule upon his actions after the fact, and determine if they are Constitutional, or not. Only then can they proceed with legal actions against the President via the court system, and then the Congressional system.
