A guy that many didn't like was remembered in this way because while he was a self-felating jackass (he was very smug and arrogant, superiority complex) he still did great things for the community at large. They honor his good deeds while not forgetting that he was a pompous asshole.

Nothing in particular, just that medieval Europe was a much sillier time and place than people usually think. These types of carvings are called grotesques, and often depict things which would be offensive by modern sensibilities. Nidaros Cathedral in Norway has one of a gargoyle doing... something with a naked monk. Maybe eating him. It's not clear.
This may be a commentary on Konrad Von Hochstaden well after his death. The City Hall was built well after his death, and it may be a reflection on how he was remembered at that time.
