Finland is a key state because it is especially anti-Russian, BORDERS Russia, and can amass surprisingly powerful armed forces. Its reserves can match the strength of Germany, Italy, France, or some such combined by one estimate.

Russia would not want to get bogged down with them conventionally.

Of course this is all said in the context of Finland being a recent joiner.
