I did a post on this 2 years ago. "ASPIRE" was granted 200million taxpayer dollars to build this fecal facility...ASPIRE is a subsidiary of "STEPAN" INDUSTRIES, (((STEPAN))) is exclusively privileged to import over 4k kilos of Peruvian cocaine per year and now has a quota of cocoa leaves to where cocaine can be distilled from the leaf inside America.
And they got a government grant from the taxpayer to finance something that nobody wants.
