It's hard for me to understand how the IDF can exist with a structure that allows for either soldiers to have the ROE to take shots at unarmed and highly visible external groups, or for a commander to issue orders to shoot at diplomats. If ordered to, I imagine every IDF soldier would gladly shoot at everyone.
