If Canada had a law against damaging the Statue of Liberty, it would be invalid because they have no jurisdiction over US territory. The dem president couldn't be arrested unless he traveled to Canada after damaging the Statue. I'd still call Canada passing laws to regulate behavior in the US an overreaction.
