That's why this Khazaria 2.0 BS is a red herring of some sorts. Maybe the target audience was the (largely Jewish) Ukrainian Oligarchy - a feel good story to get them onboard with the total destruction of their assets or something.

It also doesn't add up with the conduct of military operations. Blowing up dams, carpeting the fields with land mines and fucking around with nuclear power stations and depleted Uranium doesn't exactly scream future promised land to me.
