You don't need to nuke Israel. Demographics are against them. The Jewish population percentage has been sinking for years. Muslims will outlast them if nothing else, and even already Israel is mired in pre-civil war infighting and loss of prestige due to its genocide in Gaza. Immigration policy is a little less cut and dried than inviting getting obliterated instantly by nuclear war. In the first case the leaders might even benefit from the immigration personally. In the second they die instantly.
Well, let's provide some context here. You think the Iranian leadership doesn't mind if their country gets nuked as long as they have a country to flee to? Which country? I mean, do you realize how these guys live? Pretty well!
Another thing to keep in mind is Iran is not under the control of Iranians. Just like the US is not a sovereign state and does not make its own foreign policy that meets American interests. Semites have also occupied Iran. They are using that country to further the aims of their co-ethnics in the Arab world.
If you want to ask how this happened... The Shah had a good secret service. They took out the left, Communists, liberals - essentially decimated civil society. There was nobody left, except the Islamists. For whatever reason they weren't perceived as much a threat and largely overlooked. The Islamists also benifitted from sanctuary in southern Lebanon and Syria by the PLO during the 60's and 70's who provided them with training and know-how in guerilla warfare and tactics. The Iranian revolutionary Islamists who led the 1979 Islamic revolution in Iran were essentially an Arab creation that furthered the aims and interests of Arabs to the detriment of the native Iranians whose state and resources will be used and abused by their Arab occupiers. This is the truth.
So these are not rational actors in the Islamic Republic of Iran government. These are basically PLO zeolots. The PLO never went away. It just morphed into a state that uses the Iranian host like a parasite to further its own aims.
In case you don't know the PLO was the Palestinian Liberation Organization formerly led by terrorist Yasser Arafat.
It's pretty obvious that the Islamic Revolution seeks to appeal to the Arab street by championing the Palestinians in the face of compliant, US puppets in the Gulf and in Turkey. In this way Iran has made a populist appeal to lead the Islamic world and attempt to become the regional hegemon. What else is Iran going to do? Under the Shah it was just another secularizing US puppet. Its current posture is dangerous but involves immense prestige. They even have the admiration of many Sunnis, including PLOesque Palestinians.
I dunno. But it seems to me that the Arabization of Iran argument seems to be more in the original Islamization and Arabization (the alphabet mainly) of Iran itself. I can't think of any non-Persians among the leadership. They're just obviously no longer Zoroastrians.
Incidentally, what does make sense is that Bibi is using Iran to unite the Israeli public behind him. At least as far back as Mencius it has been known that leaders will distract attention from problems at home by creating a foreign bogeyman. Iran isn't exactly a bogeyman but Bibi started this war.
