Salt lake shooting, how it is like Iran, and how a hypothetical 3rd shooter would be weird as hell

So a guy has a gun. Another guy with a gun is watching him and decides he has bad intentions. So he shoots at him and hits a bystander. The guy with bad intentions is charged with that Killing.

What if a third guy was watching the second guy and decided he had bad intentions so he shot at the second guy and hit a bystander?

And isn't all of this a lot like Iran?
