The silky water effect is, just water. Longer exposures capture movement. The shutter speed was about half a second.

I've seen some of your work, you just need a good tripod and these kind of results are easy. Just camera setup.....

This picture was taken with a 28-300mm lens zoomed to 35mm. The horizontal angle of view is 54.43 degrees.
FOV (Field of View) at 15 miles would be about 15.5 miles. From arrow to arrow would be about 15.5 miles.
The clouds in the distance are at least 30 miles away. The FOV at 30 miles distance would be a little better then 31 miles.
