The interesting thing about it, is that VT(Veterans Today) published this way back in February, and I guess he hit it spot on on this one:
I only see the tool tip when it is not really useful imho, basically when creating a link or discussion.
I believe that it would be useful when you are commenting, that the tool tip link would be available at the bottom of the comment tab, when you want to make a bulleted or numerical list, quote txt, or whatever the fuck else you want to do.
I am not saying that it is not useful where it shows up, but why is this not available when you are commenting?
Oh, btw, there is no instructions for creating a poll, which may be a good thing...
