For that matter, your air conditioner and refrigerator are also heat pumps, it is simply a convention to only call heat pumps with a reversing valve intended for central HVAC use "heat pumps" while using other terms for other types of heat pump.
I installed a Mr. Cool Universal (rebadged Chinese make) heat pump this summer at a rental. Tech specs claim 100% output down to -5F. When I checked on it the other morning after we've been below freezing for a week and got down to -2F that night I found the girls I rent to had the thermostat at 71. And the fucking thing was having no problem holding that temp. This is without "aux" heat (heat strips) and I know this because I didn't even install any. Heat pumps are magic, don't let some dumb limey tell you otherwise.
