I find it suspicious that there are The Who band, Dr. Who series, and the WHO organization, all with the same name "who". It looks like somebody tried to show something with this apparent coincidence.

I just realized that US quit Afghanistan right before the Ukraine war. Highly likely they knew about Russian invasion and decided to use all the money only for Ukraine.
