It's a nonsense policy. The only difference between misinformation and disinformation is intent. "Disinformation" in and of itself is a loaded word (go figure). There is no practical way to determine if someone stating inaccurate information is intentionally lying or simply wrong.
Yet another enforcement policy that depends entirely on the perception and personal biases of the person judging it. It will just be abused.
