Next question: does negative CCP have an effect on a user's ability to post or comment? Is there a 100CCP (or 10, or 50, or whatever) threshhold for being able to post or downvoat other users? Is it impractical for a site this young to have such restrictions?
The reality is a voting system is rarely used for it's original intended purpose: to push off topic/ unproductive posts down and informative posts up, but instead it's largely just a popularity meter on people's opinions. This means that unpopular opinions are pushed down and popular opinions are pushed up.
Personally I'd do away with the voting system entirely as it largely encourages brigading botting or otherwise degenerate behavior that is antithetical to a website that I presume values open discussion above all else.
