That girl was likely trained to treat a friendly pat on the shoulder and followup date request as if she was raped and beat in public.
The population wont decrease on its own. It can however be manipulated to an extent if you train people to treat healthy and possibly unavoidable human interaction as an emotionally crippling event. The population increase can also be swayed by encouraging self castration and relationships that are incapable of having children.
