Just back from the Supermarket and there's no sight I find more depressing than seeing a young stressed mother yelling at her kids. After much thought on this subject e.g. bribing females not to breed until 21; I've decided it's hopeless expecting the female to do anything remotely responsible, bribe or not, and that as usual, for the betterment of mankind, men must take the initiative and get snipped.
