That combinatorial analogy is a little incomplete. It is true that 12-choose-2 is 66 while 12c11 is only 12 (same as choosing one to exclude), but if your argument is the increased number of states then a simple retort is to ask why can't each egg/neuron be chosen individually to get 4096 states.
Of course, that would be equivalent to brain function spiking erratically as anywhere between 0 and 12 are used, basically an aneurysm. The missing constraint is that the total level should be stable, which then implies that half is the best ratio (12c6 is 924).
My analogy attempt would be to say that using all neurons is like looking at a fully white image, when deactivating some of those pixels could turn it into a recognisable picture.
