This may be difficult to understand without context.

What is the "insufferable situation" he's talking about? What "events in August" were agitating for war? What was there to talk about with Poland? What proposals were made and rejected?

These are not things typically taught about WW2. It would be difficult to find straightforward answers, even if you went looking for it.
