It is not a German plug. After she removes the third pin, it closely resembles a Euro plug tho.
German plug is called Schutzkontakt Stecker.

That is the ground. That means it electrocutes itself not you. Double ground means it never gives electricity. I always tell my new boss... If you hear me yell I've been hit check on me. If you hear a loud pop I'm fine and i will find the problem.
