If the currency runs out or is worthless things could get very, very interesting. When they can't pay their zogbots or shills and can't afford mercenaries from other countries then they are in trouble. Bonus points for a steel bumper so you can mow down protestors without fucking up your engine. If you need to get through a wall of people, try to do plow through the people in reverse, then flip around and continue driving.
The rural areas and small towns have potential to round up their best men and organize actual plans, backed by heavy equipment. Tractors can destroy or remove virtually any road block, and everyone in the country has good aim. Tractors can also create road blocks to stop traveling zombies from getting in their space.
In the event of a real catastrophe and national violence, anyone important will be in a bunker surrounded by militar, so the pipe dream of making an insurgency during civil war and targeting people of interest is pretty silly. If that was ever your goal, you waited too long to begin.
Nothing is over, and the country can easily rebound with the right person in charge again, but if you wait until total chaos / civil war to come up with the big idea, you waited too long. Looking at Australia where citizens are rising and being shot and attacked while camps go up. They waited too long for their outrage. The writing was on the wall when they took the guns.
