To resolve, you take the exact same dollar amount and use it differently. Want housing for broke people? The government should be purchasing property, zoning and approving development, and requiring that the developer charge a certain fixed price in exchange for the access to the site, easy zoning, etc. The same money is being spent on solving the "affordable housing" issue but the market distortions are removed and the entire process is simplified.
If you want to educate more people, you just build and fund more local colleges and charge low rates, which is what as done historically. "Community colleges" and State universities served this function until recent decades. Simply go back to that and you remove the incentives. If you don't want the governments in the education business at all then you could do a combination of the housing solution above, where governments secure and zone/approve property for building schools, but also offer significant tax advantages for educational facilities that meet a very basic, non-ideological test. (The criteria is to ensure they are not a scam, not to ensure they teach any particular material, which is the choice of the students to consume so it does not matter what they want to study). Then the governments can charge no taxes to the school and I think extend it much further, giving the teaching staff a tax-free income for their efforts. This would motivate quality people to go into teaching and reduce the cost of operating a school. Similarly you can give full-time enrolled students meeting a basic criteria income tax breaks on their working income while they are in school. If you are at all creative, there are a dozen solutions as you can see.

Good or bad reasons, it's clear we have an economic need for part time, shift, and marginal work that people can pick up and put down as fits. Creating regulatory and tax environments that enable this will greatly negate the need for welfare while undermining the black market economy that largely serves to fill this vaccuum. Simple rules to prevent corporate exploitation is the role of the government here.

To manage this the government simply allows tax-free gift giving and receiving. You can give up to a certain amount directly to a group and the group can give to a person. Most important, you have restored the motivation for people to not pursue charity relief and instead rely upon their own resources. People who have to ask their local community for help are less likely to do so for social reasons. Getting help from the govt is largely anonymous and removes the social stigma that reduces it. Ethnic groups who do not have this social shame are also no longer able to mass-exploit these benefits because they don't exist and essentially have to be generated from their community now. The lack of "safety net" helps regulate behavior.
All of our "problems" in society are entirely solvable. The fact that these simple solutions are never presented through your press or public conversation, and political leadership tells you that your society is occupied and its collapse is to your ultimate benefit.
