Every shoe and purse they love openly stealing on land are on those boats by the ton, even as west coast criminals stare at them from land, they may as well exist in a parallel universe because they're on water. The safest community in the world would therefore be completely surrounded by water. Based Kings already figured this out centuries ago when they put moats around their castle.
