I could embed cameras all over that rock without anyone being able to tell unless they get down to look closely at it.
I'm surprised the (((feds))) haven't figured out it is a lot easier, more subtle, and better coverage to just throw dozens of cameras on inconspicuous cars and just park those wherever they are monitoring.
I don't know if the "has to be an eye witness" laws are still in effect - meaning a person has to be in the "stakeout" vehicle, but if they just want to see what is going on - get some cameras!
I'm also surprised there aren't embedded cameras in planes now that will show pilots exactly what is going on with the control surfaces too.
So many aircraft incidents where a control surface/engine get damaged and the pilots have no clue and have to spend time troubleshooting, or have the cabin attendants go look out a window.
We are in the age of micro cameras - put those things where they are useful.
When you have a sniper on you the stationary rock in the distance off to your left that likely hid its treadmill will be the last of your concern. The only real way to tell when the periscope is down is to be a highly paranoid and keen eyed geologist. When the periscope is up long enough to take a snapshot you MIGHT get lucky. It would be a good invention were it not used to kill.

They could literally embed a few dozen cameras throughout the rock face and not have that little pop up periscope idea.

A periscope camera only shows its a camera when the periscope is up.
