Where does it say that he donates half every year? The story I heard was that he was trying to give it away like basically before he dies, which is probably more than a couple of years.

IIRC His "giveaways" are largely through the Gates foundation, so are both tax free and support causes Bill likes. Maybe a patent here and there is shared, a controlling stake on this or that is purchased, it all evens out in the end. Exceot taxes. Those are for you and I.
