That's an interesting link. If the third party company gained a reputation for working with police to nail criminals attempting to make money from fostering, they'd have far fewer applicants and might get dropped by certain agencies as their subcontractors or whatever. If they are getting paid for every successful placement through their service, they are going to do the absolute minimum possible to screen out applicants.

I really don't know how you'd solve this problem. I see an issue plainly with the central government stepping into the game of deciding what 'fit' parents are. Although it's meant to increase the likelihood of finding a safe environment for a foster child, it creates the pretext that the government is able to systematically decide what 'good parents' are. This leads to too many children being removed from homes they should never have been taken from in the first place.

I don't think a central government can properly play the role of parents, nor can it save every child institutionally without gaining too much power to intervene on natural parent's rights. What happens when you give the state the right to define what good parenting is? Nothing good.
