What changed over they years?
Silicon Valley invaded the aerospace sector. Before this launch providers were 100% defense industry, black holes for government money, no innovation whatsoever and none of them could get people to the ISS. The Russians were milking those Soyuz seats and NASA wanted an alternative.
TLDR NASA promised a massive contract for crew launches to the ISS if SpaceX could get a rocket to orbit, and they did.
Once they got the contract they could then use that as leverage for funding, Google and some other company invested 1 billion and that's when they announced Starlink, a vertical integration wet dream, the promise of billions in yearly revenue would drive further investment, typical startup shit but this time in the aerospace industry. Drive down costs, pocket fat margins and keep growing, reusable rockets are an important part of that.

Those established companies are run by boomers and bean counters, they're only looking for the next government handout.
