My state has a system that tracks your vaccine history. Schools and other authorized orgs can request to see it digitally. The problem with Covid vaccines is that for many of the early takers, various places were not reporting this data to the health department. Also, there were vaccines being given at churches, concerts and other event centers which were never reported. The result is many people will have a flag in the system indicating they still need Covid vaccines, even though they've had them.

Most places are still only requiring your card as proof because (a) the reasons already given, but also (b) authorized orgs that can request to view your report are not authorized to print them. As a result, universities and community colleges are giving you the option to use only the card or the card + your state vaccine history as proof. Typically they go through third-party services for the collection, so it's your call what to submit. Most people aren't even aware of the state system, so my guess is it isn't even being utilized. It will be interesting if they change laws in the near future to permit greater access to those histories.

I don't know if regulations about reporting have changed, so that any new vaccines given after such and such a date are being reported to the central system. It seems unreasonable that if your local pharmacies and such couldn't transmit reliable data for any other measure during this pandemic, that they are all doing a splendid job getting vaccine data out to the health department. Not a fucking chance. The whole thing is a mess.

The idea that a whole system for tracking data was predicated on a handwritten card was nonsense from the get go. I wouldn't be surprised if at some point they tell people how much of a mess this is, and require everybody to do their shots again (after the necessary structure is in place).
