Doesn’t matter if they pay the deposit- it’s free tax money they’re spending. They are looking to get a return on that payment. Where I am, the hood stores will cash out your ebt at 40-50% value. If a 40pack of water costs them 8-9$, they will get back 4$ per case. Roughly the same 40-50% profit as going to Achmëd’s to cash out.

As inept as government is, there are actually steep penalties for EBT fraud (of all things).

They probably wouldn't be caught - but if word got back to the agency, there would be an investigation.

Heck, here is a hypothetical situation. What if you found a bunch of these people who live off the governemtns tit snd made a deal with them.
