For those of you who don't get the joke -
Doug Ford's bother Rob was the mayor of Toronto. He was recorded smoking crack with a bunch of immigrants and admitted that he was addicted. That happened while he was mayor.
Meanwhile, Biden is giving away "free safe smoking kits". But the fact checkers claim that they aren't giving away "crack pipes" because they didn't use those exact words.
