Pretty much as lord_nougat pointed out, he's two faced. In one breath he's a based anti degeneracy Christian, in the next breath he's a jewish cocksucker bringing in a vermintide of shitskins to torture, rape, and murder the Russian people. He's not really two faced though, that's just how controlled opposition works, a little political pressure release to prevent rebellion, and then back to the original plan.
