There are probably legal limits to the amount of "hotness" for people spray, which do not apply for bear spray. Off label use could be allowable or could be illegal in different locales.
Also, bear spray typically comes in a lot bigger canister with more a powerful jet spray.
People can mostly protect against other people within 6 feet without increasing the danger too much, but bears need to be hit 20+ feet away.
Price per unit, bear spray seems relatively reasonable compared to the people spray. I've seen people spray for $25 for a small canister, and bear spray for $80 for at least 10x the size.
Anything near bears requires carrying bear spray for sure.
My gut feel about the question is one of economics rather than a bear situation. Guy looks at the prices and sees that bear spray is far cheaper per unit (never mind that it comes out at a much higher rate too lmao) and wants to be told if it is usable on people.

Somebody said it's weaker, and it is. But there's more of it and it shoots farther, as somebody else has also said. Its highest and best use is probably something like dispersing rioters, though as another commenter said, there's purpose-made stuff that's probably more effective that's made for cops.
This isn't libertarian fiction. In reality, they're all making the same product because that's what is most cost effective. If they can use less of the active ingredients (selling to uninformed retail consumers) they do.
Maybe counterintuitively, bear spray is regulated by a regulatory body and regular pepper spray for humans is not. Not saying Bear spray is necessarily weaker though.
