This is the prep work. See,there's not actually going to be a food shortage. They're just making excuses so when they start withholding food from the market,people already know "why". The trick is to make it look like you don't have a choice,that there is no supply for the demand. But it's all a lie. There's plenty of supply,they're just going to withhold it to get more power.
